青海玉樹州持之以恒為基層減負賦能 杜絕“指尖風”“筆尖景”“腳尖秀”

  今年以來,青海玉樹州直擊基層負擔痛點,破解基層治理“小馬拉大車”突出問題,切實為基層干部干事創業松綁減壓、蓄力賦能。

  大力整治基層“濫掛牌”現象,堅決杜絕過度追求“點贊、關注、留痕”的“指尖風”,制定不切實際目標任務、空做無用功的“筆尖景”,調研不觸碰痛點難點、“四不兩直”扭曲變形的“腳尖秀”,全州精簡合并、注銷解散微信工作群1137個,發文、開會數量分別比去年下降50%、24%。全面梳理州縣鄉三級職責清單,因地制宜取消不符合基層治理需求事項,進一步明確鄉鎮(街道)基本履職事項、配合履職事項和上級部門收回事項,逐步搭建“事權清晰、責能相適、履職順暢、保障有力”的體系。樹牢“減負不減責、減壓不減質”工作導向,優化年度績效考核指標37項、較去年同期減少34%,并實行監督檢查考核計劃備案管理機制,未經上級黨委部門批準一律不得開展。

  精準選派372名第一書記和工作隊員開展駐村工作,435名黨建指導員包村進行業務指導,持續加大鄉鎮干部招錄力度,杜絕違規借調借用人員現象,確保鄉鎮公務員隊伍相對穩定。建立“一村一助理”機制,從返鄉大學生中統一招考、靈活聘用村級事務助理員550名,其中99名表現優秀的大學生任村黨支部書記,進一步優化提升村級干部隊伍質量。在提拔重用、評優評先等方面向一線傾斜,調派8名優秀“90后”干部擔任鄉鎮黨政正職,擇優考錄16名“五方面人員”進入鄉鎮領導班子。動態調整村(社區)干部報酬補貼,向低海拔地區轉任干部18人,組織9批360名州管干部赴外地療養,激發干事創業熱情。(通訊員 玉組)
