四川蒼溪建立“成長積分卡” 培優(yōu)育強村級后備力量

  本報蒼溪訊(通訊員 袁明凱 母顯鋒)去年,作為四川省蒼溪縣黃貓埡鎮(zhèn)高臺村的村級后備力量,李春燕因“成長積分”較高、培養(yǎng)成熟,優(yōu)先遞補缺額進入村“兩委”班子。與她一樣,去年以來,全縣先后有66名村級后備力量優(yōu)先補選進入村“兩委”班子。近些年來,蒼溪縣大力實施村級后備力量儲備培育“孵雁工程”,通過“成長積分卡”的形式,科學(xué)賦分、定期記分、合理運用,進一步確立目標導(dǎo)向,量化考核標準,不斷激發(fā)村級后備力量工作積極性,為鄉(xiāng)村發(fā)展蓄足“源頭活水”。

  按照“一人一卡”全覆蓋建立跟蹤培養(yǎng)“成長積分卡”,科學(xué)設(shè)置賦分體系,重點聚焦政治理論學(xué)習(xí)、為民辦實事、參與鄉(xiāng)村治理、擔當重點任務(wù)、帶領(lǐng)群眾共同致富等,量化細分26條具體指標,引導(dǎo)村級后備力量增強服務(wù)群眾意識、增長能力才干。

  結(jié)合“三農(nóng)”工作實際、群眾工作堵點難點,區(qū)分村級后備力量個性特征、能力缺項等,針對性開展“試崗壓擔”培養(yǎng),協(xié)助處理村級財務(wù)、糾紛調(diào)解、產(chǎn)業(yè)發(fā)展等村級事務(wù);開展“三進三提”活動,村級后備力量進縣鄉(xiāng)機關(guān)提理論功底、進學(xué)校提學(xué)歷水平、進企業(yè)提經(jīng)營能力,“訂單式”助力成長成才。建立結(jié)對幫帶機制,讓有經(jīng)驗的鄉(xiāng)鎮(zhèn)干部、優(yōu)秀的村“兩委”干部和駐村干部,通過一對一、一對多形式與村級后備力量結(jié)成對子,全程跟蹤指導(dǎo)。由村黨組織書記通過面對面談話、素質(zhì)測試、電話訪問、實地了解等方式,分項評定月度“成長積分”,完整記錄成長歷程。

  充分運用“成長積分”,縣委組織部按季度匯總、反饋村級后備力量積分情況,對服務(wù)意識較低、職責落實不到位的,由所在鄉(xiāng)鎮(zhèn)黨委提醒談話,幫帶導(dǎo)師指導(dǎo)督促改正問題;對積分靠前、表現(xiàn)優(yōu)異的,按照相應(yīng)程序選拔進入村“兩委”班子。
