內(nèi)蒙古通遼市科爾沁區(qū)三張“軍令狀”筑牢基層黨建主陣地

  去年以來,內(nèi)蒙古科爾沁區(qū)通過三張“軍令狀”構(gòu)建橫向到邊、縱向到底、閉環(huán)協(xié)同的黨建體系,著力強(qiáng)化落實(shí)黨建責(zé)任,進(jìn)一步提高全區(qū)基層黨建工作水平。

  區(qū)委書記與44個(gè)基層黨委簽訂《基層黨建工作目標(biāo)軍令狀》,明確黨建工作目標(biāo)、量化指標(biāo)和完成時(shí)限。采取平時(shí)監(jiān)控和年終考核的方式,對(duì)黨建工作目標(biāo)責(zé)任狀完成情況進(jìn)行考評(píng)。根據(jù)考評(píng)結(jié)果,對(duì)連續(xù)2年位次靠后的黨委書記進(jìn)行誡勉談話。基層黨委書記與黨委班子成員簽訂《“一崗雙責(zé)”軍令狀》,明確班子成員在抓好分管工作的基礎(chǔ)上,同時(shí)抓好分管部門的黨建工作,并把抓黨建工作情況作為領(lǐng)導(dǎo)班子成員年終考核的一項(xiàng)重要內(nèi)容,對(duì)分管部門黨建工作驗(yàn)收不合格的,由黨委書記提出批評(píng)并限期整改。基層黨委與所屬黨支部書記簽訂《黨建工作“承諾問責(zé)”軍令狀》,將“承諾問責(zé)”軍令狀落實(shí)情況作為考核黨支部工作實(shí)績的重要依據(jù),考核結(jié)果與黨支部書記獎(jiǎng)懲掛鉤。
